Cory Nourie

Cory Ellen Nourie is a Director with Alvarez & Marsal Public Sector Services in Washington, DC.   She specializes in Home and Community-Based Services for intellectual/developmental disability service delivery, enhancement and transformation.   With more than 20 years of disability-related experience beginning as a DSP in group homes for men with autism and complex behavioral challenges, she is passionate about alternatives to guardianships, assistive technology, and sexuality education for people with disabilities.

At A&M, she leads a state’s developmental disability modernization efforts as they eliminate their waitlist, focusing on expanding access to services,  system transformation and quality improvements.   In another state’s developmental disability system, she led stakeholder engagement and communications efforts to support individuals and families’ awareness and understanding of the systems changes underway, created trainings for providers to become compliant with CMS requirements, and supported updating state’s policies and procedures to ensure CMS compliance.  Ms. Nourie also supports a state in a comprehensive assessment of their ICF/IIDs, identifying ways to improve and modernize services.

Before joining A&M, Ms. Nourie was Director of Community Services for Delaware’s Division of Developmental Disabilities Services.  She was responsible for Home and Community-Based Services offered under the State’s 1915(c) waiver and 1915(i) State Plan Amendment. She led the COVID-19 response effort for her Division, including obtaining access to testing and vaccines for service recipients, provider staff and family members. Before joining the state, she was the Patient Transition Social Work Coordinator at Nemours Children’s Health System, where she co-designed, coordinated and led a consultative clinical division focusing on young adults with special health care needs’ transition into adulthood. In over a decade of experience with Nemours, Ms. Nourie provided medical education in a variety of formats including Grand Rounds, keynote conference presentations and creating and running a residency elective.

Ms. Nourie earned dual master’s degrees in Social Services and Law and Social Policy from Bryn Mawr College.  She earned an honors bachelor’s degree in Sociology from the University of Delaware. She is a Board Member of the Arc of Delaware and Vice Chair of the Community Advisory Council for Delaware’s University Center for Excellence in Developmental Disabilities.  A graduate of the National Leadership Consortium on Developmental Disabilities’ Leadership Institute and Person-Centered Thinking training from the Learning Community, she is a Certified Prosci Change Management Practitioner.
