A Policy Roadmap for Advancing Disability Rights in Georgia

Published: September 4, 2026

This White Paper, written in partnership with people with disabilities in Georgia, offers policy and systems change recommendations to advance Home and Community Based Services (HCBS) across the state.

With more than 8,000 Georgians with disabilities on waiting lists for HCBS services, advocacy and action are crucial to ensuring people can access the services they want and need and avoid unnecessary institutionalization. This policy roadmap outlines the challenges that people with disabilities and their families face, opportunities for advancing systems of support, and a warning about what can happen if the state continues to promote institutional services.
